Service Agreements are not determine in service order

Dear Expects,

When I am creating service order service agreements are not determine.

Steps: 

1. 1) Transactions and define service agreement (OAS)
2. 2) Now again in Transaction Types Select Service Order, ZSE1,

In the same Screen select Contract Determination as “No Contract Determination”

And in Agreement Determination Select “F”: Only at Item Level: Always With Selection Option

1. 3) Now again in ‘Define Item Categories’  Select  Standard as ‘SRVP’ and Copy As
2. 4) Define Item Categories and select standard as OASP and Copy As
3. 5) Item Category Determination and Determine the Transaction Type and item Category
4. 6) Copy Controls for Business Transactions and click on “copy controls for item categories”
5. 7) Create service agreement for 300025, SRV1_4, and Release item & Saved.

Finally Service Agreement not Determine?
